The game was developed by 3DO and published by Global Star Software. It is part of the Army Men series of video games and features two different campaigns – one for the Green Army and one for the Tan Army.

The game features top-down scrolling aerial combat with a variety of different aircraft available to choose from. These include helicopters, jets and biplanes which can be customized with different weapons and upgrades.
